Role Purpose / Summary

UWS is looking to strengthen its MEAL systems as we embark on an ambitious 2030 Programme Strategy founded on our mission of empowering children in marginalised rural communities by ensuring foundational learning.

The Global MEAL Officer will be instrumental in assessing progress against the 2030 Programme Strategy, in particular ensuring the robust assessment of student foundational learning outcomes and designing comparison studies with government schools. They will work closely with Country MEAL Leads and the Global MEAL team, across 4 countries: Cambodia, Nepal, Myanmar and Madagascar.

The post-holder should have experience in designing baseline, mid-line and end-line evaluations within the education sector. They will be detail-oriented, a good communicator and have excellent data analytical and visualisation skills. Experience working within diverse and international teams will be an asset.

The introduction of this new role will be a catalyst to improve the impact measurement of the UWS programme. This will drive the quality of programme delivery and also generate evidence to contribute to successful funding proposals – all of which will compound to grow the impact and reach of UWS programmes to help realise our vision of Zero Education Poverty.

Reports To: Global Head of MEAL (based in Cambodia)

KEY TASKS AND RESPONSIBILITIES

Impact, research and evaluation (50%)

  • Oversee the quality of country evaluations on student learning outcomes and teaching quality, ensuring data integrity, accurate statistical analysis and maximum insights
  • Oversee the quality of briefs/reports developed by country MEAL teams on key outcome areas (e.g. retention, national assessments, surveys), ensuring they inform programme improvement and learning
  • Oversee the development of UWS MEAL quarterly and annual impact reports
  • Develop standard procedures, guidelines and training for internal and external MEAL reports
  • Introduce regular small-scale qualitative studies to receive feedback and inputs from all stakeholders
  • Introduce small-scale multi-arm randomised controlled trial to pilot different education interventions to accelerate improvement of learning outcomes and teaching quality

Knowledge and Learning Management (30%)

  • Develop learning briefs on key outcome areas and processes
  • Develop learning platforms, in country and globally, to share insights and trends from MEAL data
  • Design systems and procedures for high-quality information and knowledge management
  • Design and implement feedback and response mechanisms and learning-to-action meetings with project stakeholders

Capacity Building (20%)

  • Provide training and capacity building to country MEAL leads
  • Strengthen Monitoring & Evaluation practices at the school-level through the development of capacity building programme for school-stakeholder (head teachers) on data collection, verification, usage and EMIS systems

ROLE SUMMARY:

The Education Manager assists in managing the UWS’s education portfolio, which seeks to improve the quality of education, especially at the primary level. S/he should work closely with the Education Development Coordination Unit (EDCU) and local-level municipal offices. The Education Manager directly supervises Education Officers and oversees the management of the education department. S/he will work collaboratively with the Head of Programmes and other colleagues in the Education Department to ensure that each activity successfully progresses in achieving its respective goals.

DUTIES AND RESPONSIBILITIES:

Strategic Direction, Programme Design and Development

  • Take a lead role in formulating CO’s vision for long-term programming in Nepal’s education system.
  • Introduce innovative ideas and approaches to support children’s education in Nepal; Identify needs and opportunities for potential programs, through situation analyses/feasibility studies, networking, and leveraging research and evaluation findings from both internal and external sources.
  • Ensure that the organization’s education initiatives are in line with national education policies and priorities.

QUALIFICATION AND EXPERIENCE REQUIRED:

Education and Experience

  • Minimum of 5-7 years of progressive experience in the education sector, particularly in managing or leading education programs in rural or disadvantaged areas.
  • Proven experience in working with government bodies, especially the Education Development Coordination Unit (EDCU) and municipalities.
  • Demonstrated experience in designing and implementing education programs, including teacher training, curriculum development, and community-based education initiatives.
  • Experience in managing teams, mentoring staff, and overseeing multiple projects and programs, with a focus on primary-level education.

Life isn’t easy for her family, who struggle to get by on daily wages just to make sure there’s enough food on the table. Every day, Shreya juggles school and household responsibilities, making a 30-minute trek through the jungle to attend class.

Her days start at dawn. At just six in the morning, Shreya is already up and busy, helping her mom with chores like cooking, fetching water, and gathering grass. By the time she’s finished, there’s little time left for studying. With her family’s income barely enough to meet their basic needs, even having consistent meals is often a challenge.

But Shreya’s world began to change when UWS Rambeni opened its doors. Her mother, who works as a daily wage earner, has noticed a remarkable difference in Shreya’s attitude toward school. “Since the school opened, my daughter’s view of school has changed,” she says. Three years ago, when Shreya first enrolled, she could only attend about 60 percent of the time, as household chores often kept her away. But with the support of the school staff, regular visits to her home, and community campaigns encouraging attendance, Shreya’s dedication grew. Today, she hardly ever misses a day and attends school around 90 percent of the time.

UWS Rambeni has provided Shreya with so much more than just a place to learn. The school has equipped her with educational materials and a uniform—gifts that have brought both comfort and motivation. “The uniforms and materials my daughter receives encourage her to go to school regularly,” her mother explains. And it’s clear these simple things have made a difference. Shreya’s grades have steadily improved; in her recent exams, she scored 75 percent across her five main subjects, a leap from the 50 percent she managed when she first joined.

Outside of school, Shreya enjoys reading, playing games, and spending time with friends—precious moments that allow her to just be a child, even with all her responsibilities at home. And despite these, she holds onto a dream that brings her hope: one day, she wants to be a teacher, inspired by the support and encouragement she’s found in her school and community.

Shreya’s story is a testament to the power of education and a supportive environment. UWS Rambeni has opened up possibilities for her that once seemed out of reach, giving her not only the resources to learn but also the confidence to believe in her future. And, through all the challenges she faces, Shreya’s dream of becoming a teacher continues to shine brightly.

Key Responsibilities

Financial Management:

  • Overall responsible for financial management of UWS in line with strategic objectives set by the Country Team.
  • Ensure financial policies and rules/Standard Operational Procedures are followed and the financial management within the organisation is legal (in line with government laws and regulations).
  • Oversee the fund flow of UWS to all cost centres and programmes in accordance with budgets, maintaining accounts and programme contracts/agreements.
  • Ensure review, quality assurance and timely submission of all consolidated budgets, cash requests and consolidated financial reports produced by UWS cost centres for Nepal projects. 
  • Develop and oversee implementation of UWS budget and revise it as necessary. Ensure cost efficiency and correct allocation of shared costs to relevant programmes/budget lines. 
  • Monitor UWS project and programme budgets and expenditure, ensure compliance and advise on budget performance and, if applicable, suggest budget revisions.
  • Prepare consolidated budgets for proposals / new programmes.
  • Ensure timely monthly reporting of all transactions in the UWS accounting system and the reconciliations and monthly reports. Become the super user of UWS accounting system and support UWS Finance and Admin Manager/Officers in using of system.
  • Develop and supervise implementation of UWS internal control mechanisms and report back to management if any irregularity identified.
  • Manage audit process for programme financial and performance audits covering expenses at all UWS cost centres, including tendering process for auditors, review of draft Audit statements and implementation of audit recommendations.
  • Contribute to the annual and quarterly UWS programme progress reports.
  • Manage bank accounts required for the UWS Programmes including creation of new accounts and timely closure of accounts no longer required in line with UWS processes. 
  • Review cash and bank payments and workflow invoices and ensure the accuracy of physical cash balances. Co-sign for UWS bank accounts in Nepal.
  • Prepare tax declarations and ensure timely submission of correct payments to the tax authority.
  • Work closely with UWS to ensure that funds transferred to cost centers are used and accounted for in accordance with approved budgets and provisions outlined in the project documents.
  • Support UWS Head Quarters in Anchor budget process and grant allocation.
  • Proactively contribute to financial development in UWS e.g. by participating in UWS HQ finance meetings physical and online.

Capacity Building:

  • Identify capacity development needs and subsequently suggest, design and assist in building capacity of finance/admin/HR staff where applicable.
  • Pro-actively support implementing partner(s)  in follow up to audit recommendations and overall development of financial management system and control mechanisms.

HR:

  • Responsible for supervision of staff performance and ensuring delegation of tasks and secure priority of tasks and time for the individual staff.

Summary of the Position

The School Mobilizer will work fully with the education team and experts and will be responsible for updating regular school activities. He/She will be the point of contact with school administration, students, SMC/PTA, community, and the parents. He/She will be monitoring the school’s internal and external environment keeping track records and reporting to the respective EOs. He/She should be able to share the organization’s vision and mission with the beneficiaries and stakeholders of the school and collect the data on UWSN’s ongoing projects and programs. 

Major Roles & Responsibilities

  • Monitoring regular school activities and motivating teachers in fulfilling basic duties and responsibilities.
  • Monitoring & record-keeping and reporting school internal and external environments
  • Identifying urgent needs for school and reporting to the line manager 
  • Collecting and recording school data and documents i.e. student monthly attendance, meeting minutes, exam results, photos, and other related documents and providing them to the line manager for documentation
  • Support teachers’ progress in terms of pedagogy and didactics.
  • Report any necessary repairs to the school maintenance team.
  • Monitoring monthly education resources and their use
  • Implementation of UWS’ Child Protection Policy in all UWS Nepal schools, including raising Child Protection concerns to Child Protection Regional and National Leads
  • Implementation of UWS’ Inclusion Policy at the school level
  • In collaboration with regional child protection lead work on the identification of the child protection and safeguarding issues
  • Teacher classroom observation and provide feedback
  • Meeting with SMC/PTA/Mothers group/SRT/ girls club, school staff and parents on a monthly basis
  • Visiting and counseling student’s parents who have a low attendance rate
  • Track down intervention measures for children at risk
  • Collect children’s case stories from his/her cluster schools. 
  • Implementation of UWS inclusion policy at the school level.

Qualification and Experience

  • Bachelor degree in any discipline, experience in the teaching field, and training in education and working with children and school will be preferable.
  • Willing to work with children, teachers, parents, and the community.
  • Should have an understanding of the education system of government schools in rural Nepal.
  • Good communication skills within an organisation, education stakeholders, and the community.
  • Flexible to work beyond working hours.
  • Able to work in a multicultural environment.
  • Basic proficiency in Nepali languages and understanding of the English language.

Role Summary:

UWS Nepal works to improve educational outcomes and promote holistic development of primary grade children in remote and underserved areas of Nepal. This role is a key part of that mission. 

The Junior Education Officer will play a vital role in supporting UWS Nepal schools by providing teacher training, supervising the field team, monitoring progress, and fostering community engagement. This Jr. EO should be a dedicated individual with a passion for education and improving the lives of children in rural communities.

Duties and Responsibilities:

Teacher Training and Development (60 hours):

  • Deliver 60 hours of school-based Professional Development Training to all school teachers as per the UWS Training Guidelines
  • Conduct quarterly Lesson Observations of all teachers, provide mentorship and feedback throughout the year

School Improvement and Monitoring

  • Conduct regular monitoring visits to UWS Nepal schools to identify areas for improvement.
  • Collaborate with school leadership (SMCs, Head Teachers) to implement the Five Year Education Development Plan (EDP).
  • Implement initiatives and interventions based on the EDP to raise the quality of education.
  • Monitor progress and track data through the School Development Report (SDR) to measure the impact of interventions.
  • Oversee the resourcing of UWS Nepal schools with training and educational materials.
  • Conduct regular staff meetings with staff in UWS Nepal cluster schools.
  • Advise on the choice of textbooks, equipment, teaching aids, and other educational resources.
  • Recruit and train community teachers as required.

School Mobilizer Supervision and Support

  • Provide excellent guidance and supervision to the School Mobilisers (SMs) to implement project initiatives and activities for quality education.
  • Provide guidance to the SMs to build and strengthen relations with SMCs, school staff and community members.

Community Engagement

  • Foster a climate of trust and cooperation by regular communication, consultation with parents, and involving the community in the life of the school.
  • Liaise and build cordial relationships with the government’s education related officers, especially the Education Officer. 

Additional Responsibilities:

  • Coordinate logistics for official visits by donors, partners, and volunteers.
  • Collaborate with other education stakeholders to build partnerships.
  • Ensure adherence to UWS Nepal’s Child Protection policies and procedures.

Qualification and Experience

  • Bachelor’s Degree in Education (B.Ed) or a related field like social sciences or public administration.
  • 2-3 years of experience of working in rural development projects related to education
  • Fluency in Nepali and English languages
  • Computer literacy is required

Summary of the role:

These terms of reference outline the roles and responsibilities of enumerators engaged in conducting Early Grade Reading Assessment (EGRA) and Early Grade Mathematics Assessment (EGMA) in primary schools located in rural areas of Nepal. This assessment aims to evaluate the reading and numeracy proficiency of students in early grades, identify gaps, and inform educational interventions. 

Objectives:

  • Conduct standardized EGRA and EGMA assessments in selected primary schools.
  • Administer assessments according to specified guidelines and protocols.
  • Ensure accurate and reliable data collection for analysis and reporting.
  • Uphold ethical standards and maintain confidentiality throughout the assessment process.

Responsibilities:

  • Attend training sessions to familiarize themselves with assessment tools, protocols, and ethical considerations.
  • Travel to assigned primary schools in Sankhuwasabha, Gulmi, and Taplejung districts of Nepal and liaise with UWS Nepal authorities for assessment arrangements.
  • Collect and record data accurately and promptly using electronic data collection tools/ Kobo Toolbox.

  • Ensure a conducive testing environment, free from distractions or disruptions.
  • Record accurate and detailed responses from students during assessments.
  • Maintain confidentiality of student information and assessment data.

Qualifications & Skills:

  • A minimum of a bachelor’s degree or bachelor’s running in education, social sciences, or a related field.
  • Previous coursework or training in early childhood education, literacy, or mathematics is an asset.
  • Proven experience in conducting surveys or assessments, particularly in the field of education.
  • Familiarity with early-grade reading and mathematics assessment tools and methodologies.
  • Competence in using electronic data collection tools and platforms.
  • Basic computer skills for data entry and reporting.

Role Summary:

The MEAL Lead is responsible for overseeing the strategic direction and operational execution of the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions across UWS Nepal’s portfolio. This position will play a leadership role in the design, implementation, and refinement of MEAL frameworks, ensuring that all projects adhere to UWS standards and achieve their intended outcomes. The MEAL Lead will manage the MEAL team, guide data-driven decision-making, and foster organizational learning and programmatic improvement. As a senior leader, the MEAL Lead will liaise with internal and external stakeholders, ensuring that UWS Nepal’s impact is effectively measured, reported, and communicated.

Duties and Responsibilities:

  1. Strategic Leadership and Framework Development:
  • Lead the development, implementation, and continuous refinement of MEAL frameworks, systems, and procedures across all UWS Nepal programs.
  • Align MEAL processes with organizational strategy and ensure the integration of learning into program design and management.
  • Provide leadership in setting MEAL priorities, establishing performance indicators, and ensuring the development of robust data collection, analysis, and reporting systems.
  • Ensure the standardization and consistency of MEAL practices across all districts (Sankhuwasabha, Taplejung, Bhojpur, Gulmi, etc.).
  • Engage in strategic discussions with senior management and guide decision-making with MEAL findings.
  1. Oversight of Data Collection, Monitoring, and Evaluation:
  • Lead the design of tools, methodologies, and protocols for data collection, entry, and analysis, including the use of KOBO tool for data management.
  • Oversee the implementation of baseline studies, mid-term reviews, endline evaluations, and other critical assessments.
  • Ensure the quality, accuracy, and timeliness of data collection by MEAL Officers and MEAL Associates.
  • Supervise the integration of Education Management Information Systems (EMIS) into monitoring processes and ensure consistent application.
  • Identify and mitigate risks related to data integrity and propose corrective actions where necessary.
  1. Accountability and Learning:
  • Foster a culture of accountability and learning within the organization by ensuring that MEAL findings are utilized to inform programmatic improvements.

Person Specification

  • Master’s degree in International Development, Social Sciences, or a related field (or equivalent work experience).
  • At least 5 years of experience in a senior MEAL position within an NGO, development, or humanitarian context.
  • Proven expertise in designing MEAL frameworks, impact evaluations, and data analysis.
  • Strong proficiency in data management and visualization tools, including KOBO tool and Power BI.
  • Strong proficiency in MS Office and Google Suites.
  • Experience managing teams and building capacity.
  • Excellent written and oral communication skills in English and Nepali.
  • Proven ability to work independently, manage multiple priorities, and meet deadlines.

Reporting and Supervision

The MEAL Lead will report directly to the Head of Programmes (Nepal). They will work collaboratively with in-country programme teams, field team, and other colleagues at UWS Nepal.
